Hazardous waste treatment, storage and disposal facilities

Facilities that treat, store or dispose of hazardous waste, known as TSDFs, must be licensed by the Wisconsin Department of Natural Resources unless the activity is specifically exempt from the licensing requirement. License terms are generally 10 years but may be issued for shorter terms, and modifications may occur throughout the license period. Licensed facilities in Wisconsin

Below is a list of all the licensed TSDFs in Wisconsin. TSDFs in Wisconsin can be divided into several different types of facilities, described further below.

  • Commercial TSDFs are facilities that receive and manage hazardous waste from other entities. Hazardous waste management activities may include recycling/reclaiming solvents and mercury, fuel blending for energy recovery and treatment to facilitate disposal. There are no operating hazardous waste disposal facilities (landfills) in Wisconsin.
  • Non-Commercial TSDF – Non-commercial facilities manage only hazardous wastes they generate on-site. There is currently one non-commercial TSDF licensed in Wisconsin.
  • Long-term Care Facility – A facility subject to long-term care, as defined in s. 289.01(21), Wis. Stats., is a TSDF that no longer accepts wastes but continues to be regulated due to waste left in place. Long-term care (LTC) requirements are standards for licensed units that leave hazardous waste in place at time of closure. All landfills, land treatment units, surface impoundments and other storage and treatment units where equipment, structures and soils cannot be fully decontaminated (i.e., clean closed) are subject to LTC requirements and licenses. Some facilities are also subject to corrective action to properly clean up contamination, and these requirements are also addressed in LTC licenses.

Facility Summary

Brenntag Great Lakes, LLC operates a licensed hazardous waste storage and treatment facility in Menomonee Falls. The types of wastes accepted at the Brenntag facility are primarily organic materials suitable for either fuel blending or reclamation. Storage of hazardous wastes at the facility occurs in containers in the Container Storage Room. The fuel blending (treatment) of hazardous waste occurs in tanker trucks in the fuel blending area.

Brenntag handles waste materials from a wide variety of customers in Wisconsin, Michigan, Iowa, Indiana, Nebraska, Minnesota and Illinois. Midwestern customers served by Brenntag typically include paint manufacturers, can coating companies, automobile dealerships, auto repair facilities, label and screening companies, container manufacturers, semi-trailer manufacturers, plastics companies (molded), metal finishing operations and various manufacturers involved in the automotive field.

Enviro-Safe Resource Recovery (Commercial TSDF)

Enviro-Safe Resource Recovery

Facility Summary

Enviro-Safe Resource Recovery operates a hazardous waste storage and treatment facility in Germantown. Hazardous waste activities at the site include licensed waste storage, license-exempt hazardous waste processing (bulking, consolidation into containers, elementary neutralization, lab pack repackaging and aerosol puncturing) and licensed hazardous waste treatment (fuel blending). The types of wastes primarily accepted at the ESRR facility are primarily organic materials that are suitable for fuel blending. The facility also performs the following waste-related activities: solid waste processing, hazardous waste 10-day transfer, used oil marketing/processing, universal waste handling, hazardous secondary material management and solvent continued use storage and consolidation for customers in Wisconsin and other midwestern States.

The Hydrite Chemical Company facility is located in Cottage Grove. The facility specializes in the manufacturing of flammable solvents and the storage, treatment and recycling of hazardous wastes. Tradebe Treatment and Recycling of Wisconsin, LLC

Facility Summary

Tradebe Treatment and Recycling of Wisconsin, LLC currently operates a licensed hazardous waste storage and treatment facility in Milwaukee. The currently approved Feasibility and Plan of Operation Report references the previous owner, Badger Disposal, but applies to Tradebe. Container storage of hazardous waste is approved in various quantities within five storage buildings. Hazardous waste treatment in the form of fuels blending is also licensed at this location. Other waste management activities at this location include lab packing, bulking, transfer, elementary neutralization and non-hazardous waste handling.
 
The primary function of Tradebe is the bulking and transfer of hazardous and nonhazardous waste for recycling, fuel blending and other waste management methods. The types of wastes accepted at the Tradebe facility are primarily organic materials that are suitable for either recycling or fuel blending. Wastes that are not burned as fuel are bulked for off-site metal recovery, neutralization and other waste management methods. Tradebe also manages hazardous secondary materials, universal waste, used oil and non-hazardous waste at the facility.

Veolia Environmental Services – Menomonee Falls

Facility Summary

Veolia ES Technical Solutions. LLC – Menomonee Falls collects, consolidates, temporarily stores, treats and transports hazardous wastes generated by industries and remediation activities located primarily in the upper Midwest of the United States. The facility also operates a household hazardous waste program, collects universal wastes, such as lamps and batteries, and is a large quantity generator of hazardous waste. If Veolia is unable to treat a hazardous waste that it received or generated on-site, Veolia transfers the waste off-site for reclamation and/or treatment and disposal at approved facilities.

Generators that typically use Veolia MF’s services include metal finishers, heavy and light industries, the State of Wisconsin, computer and high technological industries, small manufacturers, schools and service industries.

Veolia ES Technical Solutions LLC – Port Washington operates as a hazardous waste container storage unit and the mercury recovery/retort operation. WMWI is currently licensed as a commercial hazardous waste storage facility that stores various hazardous and universal waste prior to shipment offsite.

SLI develops, tests, evaluates, assembles and manufactures energetic devices. Residual energetic material, waste contaminated with energetic material and energetic components and devices are examples of reactive hazardous waste generated and treated by SLI. In preparing products for clients, reactive hazardous wastes are generated either as residual materials or components and devices that are no longer needed.

Facility Summary

The facility formerly conducted pressure treatment activities that utilized creosote in the treatment process for wood products such as railroad cross ties, bridge timbers, switch ties and crossing panels. Surface impoundments on site received hazardous waste (including waste code K001) after July 26, 1982, and were certified for closure with waste in place after Jan. 26, 1983. As there was closure with waste in place, the site owners and operators must comply with long-term care standards, including monitoring and maintenance associated with the closed surface impoundment units, and certain on-site and off-site corrective action requirements.

    Facility Summary

    Historic facility activities included the operation of a mercury cell chlor-alkali plant at the Port Edwards site, beginning in 1967. The brine muds generated during this activity were determined to be a listed K071 hazardous waste, and the brine muds treatment process at the facility met the definition of a hazardous waste treatment process. The facility received a hazardous waste treatment license for this process in 1983 and had documented releases from several treatment units on site. The waste units that did not clean close were closed as landfills with long-term care requirements and site-wide corrective action obligations.

Kestrel Hawk Landfill (Long-Term Care Facility)

Facility Summary

The facility was initially approved for solid waste landfilling by the department in 1970, under the issuance of License #572, and was later conditionally allowed to accept “toxic and hazardous waste” in accordance with the applicable state rules at that time. In 1980 the facility filed a notification of hazardous waste activity with the U.S. EPA and continued under federal interim status to dispose of hazardous waste at the facility. The facility ceased hazardous waste disposal in 1982, and non-hazardous solid waste disposal operations continued until 2022. Both solid waste long-term care obligations under ch. NR 500, Wis. Adm. Code and hazardous waste long-term care obligations under chs. NR 600 - 699, Wis Adm. Code, including groundwater monitoring, leachate management, corrective action and financial assurance will be covered under a single long-term care license.

Facility Summary

This facility was first licensed by the department for solid waste disposal in 1971 and was later conditionally allowed to accept hazardous waste in accordance with the applicable state rules at that time. Metro Landfill ceased hazardous waste disposal activities on January 25, 1983, but is still subject to hazardous waste long-term care requirements since it disposed of hazardous wastes after November 1980. Metro Landfill submitted a U.S. EPA Part A application, following the issuance of federal hazardous waste regulations in 1990. The facility ceased solid waste disposal operations in 2022 and is now subject to both solid and hazardous waste long-term care requirements and licensing, including groundwater monitoring, leachate management, and financial assurance, which will be covered under a single license.

WMWI Omega Hills Landfill (Long-Term Care Facility)

WMWI Omega Hills Landfill

Facility Summary

The facility conducted toxic and hazardous waste disposal activities prior to the establishment of federal rules requiring licensing and later received interim status as a hazardous waste disposal facility from the U.S. EPA in November 1980. Solid and hazardous waste was co-disposed at the site prior to October 1982, and solid waste continued to be disposed until closure. In 1989, the landfill received closure approval with waste left in place. Currently, solid waste long-term care obligations under ch. NR 500, Wis. Adm. Code, and hazardous waste long-term care obligations under chs. NR 600 - 699, Wis Adm. Code, including groundwater monitoring, corrective action and financial assurance are covered under the same license.

Waupaca Foundry Landfill (Long-Term Care Facility)

Waupaca Foundry Landfill

Facility Summary

The facility is a closed landfill near a currently operating non-hazardous industrial landfill (solid waste License #3412) for the disposal foundry waste. Starting in the late 1970s, the landfill was authorized to dispose of waste from the company’s foundries, which included system sand, core sand and slag, generated during the casting process; and cupola sludge, consisting of the fines removed by a wet scrubber treating flue gas off cupolas. In 1983, the cupola sludge was determined to be hazardous waste based on lead and cadmium content. Waupaca Foundry Landfill ceased disposal of hazardous waste in 1984, ceased solid waste disposal activities in 1989, received closure approval, and was issued an initial hazardous waste long-term care license in 1992.
