Proposed Attainment Plan for the Oneida County 2010 SO2 NAAQS Nonattainment Area

Details 

The Wisconsin Department of Natural Resources (DNR) is proposing to submit this state implementation plan revision to the U.S. Environmental Protection Agency (EPA).

It has been developed to demonstrate the attainment of the 2010 one-hour Sulfur Dioxide (SO2) National Ambient Air Quality Standard for the partial Oneida County nonattainment area.

Specifically, the proposed SIP revision contains updated permanent and enforceable emission limitations for the Ahlstrom-Munksjo paper mill located in Rhinelander, Wisconsin, the primary source of SO2 emissions in the nonattainment area.

The proposed WPDES permit WI-0021512-09-0 includes a variance for chloride.

Details 

The NR 700 Technical Focus Group for the Remediation and Redevelopment (RR) Program meets on an as-needed basis to discuss technical issues and the application of the NR 700 series of administrative rules to the realities that consultants encounter while working on the investigation and clean up of soil and groundwater contamination. Any consultant or other interested party may attend to listen or to provide feedback about the clean up and redevelopment of contaminated properties. Typical agenda topics include updates on proposed rules, changes in guidance and procedures, and questions and comments from consultants engaged in cleanup and redevelopment of contaminated properties.

During this meeting, RR Program staff will present information regarding ongoing and upcoming guidance development and communications in the RR program. Items to be discussed include developments related to vapor intrusion, soil clean up and management tools and sediment remediation.
