Public Hearing On City of La Crosse Riverside Park Cruise Ship Landing Dock Project

The City of La Crosse has applied to the Wisconsin Department of Natural Resources for a permit to place a pier/wharf and remove materials from the bed of the Mississippi River. The project is located in the NW1/4 of the SE1/4 of Section 31, Township 16 North, Range 07 West, City of La Crosse, La Crosse County.
Specifically, the project will consist of the expansion of the cruise ship landing dock at Riverside Park in the City of La Crosse. The proposed landing dock expansion would include the installation of approximately 580 linear feet of sheet pile, along with associated dredging, earthmoving, grading, paving, lighting, benches, landscaping, and other miscellaneous site improvements to create and extend the ship landing dockage northward. Construction is planned to commence in Winter 2021/2022 with substantial completion in Spring 2022. The landing terrace will be 28’ wide and be comprised of a concrete walk similar to the southern landing dock, a vertical sheet pile wall with varying heights, along with toe protection from the repurposed rock riprap.
The department will review the proposal provided by the applicant and any information from public comments and the public informational hearing. The department has made a tentative determination that it will issue the permit for the proposed activity.

The DNR will hold an informational hearing to reissue a Wisconsin pollutant discharge elimination system (wpdes) permit no.wi-0028924-10-0.
This pertains to a permit reissuance for Village of Siren, located at Nyberg Road, Siren, Wisconsin with a discharge to an unnamed wetland in the Clam River Watershed in the St. Croix River Basin in Burnett County. The Village of Siren wastewater treatment facility serves a population of approximately 773 with no significant industrial contributors. The annual average design flow is 195,000 gallons per day with actual flows averaging 81,000 gallons per day over the past five years (January 2016 – December 2020). Treatment consists of two aerated lagoons and a rotating biological contact unit (RBC). The proposed new permit includes changes from the previous permit including a proposed phosphorus variance: The department has determined that a water quality-based effluent limitation (WQBEL) for phosphorus is needed in this permit to protect water quality.

The State Trails Council (STC) provides advice and consultation to the Wisconsin Department of Natural Resources on the planning, acquisition, development and management of trails in Wisconsin. The council represents trail users in Wisconsin, which includes more than half of the state's residents. The council is also responsible for providing counsel in administering Federal Recreational Trails Program funds.
A draft agenda will be posted to the STC website prior to the meeting. A portion of the agenda will include a discussion of two vacant seats on the Council and near the end of the meeting will be an opportunity for public comments.

This is a public hearing on a permit application for Harmony Valley Farm Upper Newton.
Harmony Valley Farm, LLC c/o Richard de Wilde has applied to the Department of Natural Resources for a permit to divert water from the North Fork Bad Axe River. The project is located in the NWNW of Section 24, Township 13N, Range 06E, in the Town of Harmony, Vernon County.
The department will review the proposal provided by the applicant and any information from public comments and the public informational hearing. The Department will determine whether the proposal complies with ss. 1.11, 30.18, and 30.208, Stats., and ch. NR 150, Wis. Adm. Code, and ensure that the required mitigation meets the standards in s. 281.36(3r), Stats. if the project impacts wetlands.
The Department has made a tentative determination that it will issue the permit for the proposed activity.
