Ariens Nordic Center Wetland Individual Permit Application Notice of Public Hearing
Date: 10/17/2022
Time: 3:00 p.m. - End of Agenda
Location: Calumet
Ryan Pappas, Ryan.Pappas@wisconsin.gov or 715-492-0200
Dan Ariens, authorized representative of Round Lake Farms, LLC, 655 W Ryan St, Brillion, WI 54110 has applied to the Department of Natural Resources for a Wetland Individual Permit for wetland fill or disturbance in the City of Brillion, Calumet County.
The project is located on a series of parcels connected near a 90-degree bend in Round Lake Road, immediately to the west of Round Lake, in the City of Brillion, Calumet County. The project area is also described as in the NE ¼ of the NW ¼ (and the NW ¼ of the NE ¼) of Section 01, Township 19 North, Range 20 East in the City of Brillion, Calumet County.
The proposed project involves wetland impacts for the construction of the Ariens Nordic Center and associated trail network for Nordic skiing and the construction of a biathlon course. The trail network and a man-made pond will be used for general recreational use and will require widening an existing 14-foot-wide driveway access road to 25 feet wide to allow appropriate emergency vehicle access as determined by City of Brillion officials. The applicant previously received a wetland general permit from the DNR (Docket #GP-NE-2021-8-03970) on 12/6/2021 for the recreational trail part of the project, but new proposed wetland impacts associated with the access road resulted in the need for this wetland individual permit. A total of 12,965 square feet of fresh wet meadow wetland are proposed to be impacted for the total construction of the project, including both the trail and access road.
The Department will review the proposal provided by the applicant and any information from public comments and the public informational hearing. The Department will determine whether the proposal complies with ss. 1.11, 281.36, 401 CWA, Wis. Stats., and ch. NR 150, Wis. Adm. Code, and ensure that the required mitigation meets the standards in s. 281.36(3r), Stats. if the project impacts wetlands.
The Department has made a tentative determination that it will issue the permit or contract for the proposed activity.
If you would like to know more about this project or would like to see the application and plans, please visit the Department’s permit tracking website and search for IP-NE-2022-8-02631.
Reasonable accommodation, including the provision of informational material in an alternative format, will be provided for qualified individuals with disabilities upon request.
The Department scheduled a public hearing on this activity or project because the Department received a request for a public hearing. The hearing will be a public informational hearing where members of the public can learn more about the proposed activity and submit written or oral comments about the waterway and project in light of the legal standards above.
Any member of the public may submit written comments by emailing Ryan.Pappas@wisconsin.gov or writing to Ryan Pappas, 1155 Pilgrim Rd., Plymouth, WI 53073 by U.S. mail. Comments should include the docket number or applicant name and should relate to whether the project meets the legal standards listed above. Comments must be postmarked no later than 10 days after the date that the public informational hearing is completed in order for them to be considered.
The final decision may be appealed as indicated in the decision document.
