Submitting eCMAR Forms and Resolutions
Compliance Maintenance Annual Report (CMAR)
Passage of a resolution by the governing body of a treatment works is a necessary step to complete the "Resolution or Owner Statement Section" of the eCMAR. Do NOT submit the eCMAR until the governing body has reviewed and acted upon the CMAR through the passage of a resolution.
Private owners of a treatment works are required to complete an Owner Statement of Review and Response prior to submitting the eCMAR.
Resolution of the Governing Body/Owner Statement of Review and Response
The governing body of a publicly owned treatment works shall pass a resolution (see example [PDF]) that:
- verifies its review of the CMAR;
- summarizes recommended or corrective actions if necessary; and
- authorizes submittal of the eCMAR form.
Private owners of wastewater treatment works are not required to pass a resolution; but they must complete an Owner Statement of Review and Response verifying the review of the CMAR, summarizing recommended or corrective actions if necessary and authorizing submittal of the eCMAR form.
If an Action Response Plan is required (individual section grades of D or F, or an overall GPA<2.0), it shall be included in the Resolution or Owner Statement, whichever is applicable, with a schedule to implement corrective actions.
Resolution or Owner Statement eCMAR Section
The final section of the eCMAR form is the Resolution or Owner Statement. Publicly owned facilities shall include information in the eCMAR form Resolution or Owner Statement Section regarding the name of the governing body or owner, date of resolution or action taken, optional resolution number and actions to be taken to address problems or deficiencies identified in each eCMAR section or related to the overall grade point average for the wastewater treatment works.
Private owners of wastewater treatment works must complete the eCMAR form Resolution or Owner Statement Section and provide all applicable information regarding actions to be taken to address problems or deficiencies identified in each eCMAR section or related to the overall grade point average for the wastewater treatment works.
Submit Button
The "Submit" button is located under the "Options" heading on the left-hand side of the screen. The eCMAR can be submitted when all data and information have been entered, verified and validated for each section of the eCMAR. In the left-hand side of the screen in the CMAR Entry Section list, there will be a check box next to each section that has been validated.
Once all the sections have a check box, including the "Resolution or Owner Statement Section," click on the "Submit" button. The person who submits your eCMAR must be the person identified as an authorized submitter. Once you submit the eCMAR, you might get a blank screen. Just wait a few minutes to see if the screen refreshes. The eCMAR form is converted to a Portable Document Format (PDF) file, and it takes a few moments to convert the data into the new format.
All data and information will be frozen upon submittal of the eCMAR to the department. The PDF file eCMAR is viewable by a facility, but data cannot be changed. In the rare event that the submitted eCMAR needs revision, contact your local DNR representative for instructions on changing information in the eCMAR form.
Certify Button
Certification of the eCMAR is the final step for completing the submittal process. Once the eCMAR has been submitted, an email will be sent to the eCMAR Submitter. This email contains a certification code that will then be entered on the certification page. The "Certify" button is located on the main Switchboard page once the "Active" eCMAR has been selected.
eCMAR Submittal Date
All owners of wastewater treatment works shall submit and certify the completed eCMAR for the previous calendar year on or before June 30. If you need a time extension, see Getting DNR help.
