Online Application Process
To expedite the rights conveyance request process, the Wisconsin Department of Natural Resources (DNR) Real Estate program offers a public online application to collect contact and conveyance information required to begin a rights conveyance request.

To facilitate processing, please ensure the applications contain the following before submitting to the intake coordinator.
All easement applications MUST contain:
- Full Legal Description (example) [PDF] – contact intake coordinator if assistance is needed.
- Exhibit A Map (example) [PDF] – contact intake coordinator if assistance is needed.
- Complete Project Description (example) [PDF]
Utility (electric, natural gas, telecommunication) easement applications MUST contain the following (in addition to the above items):
- When required by the Office of Energy permit process, provide documentation of environmental consultation from the Office of Energy.
- It is recommended that you coordinate with your utility’s internal environmental team to see if environmental review documentation already exists for your project.
- Exempt and Non-Reporting activities do not require Office of Energy consultation.
- Please Note: The Office of Energy cannot address questions regarding the DNR easement process or DNR Real Estate program requirements.
- All above ground and below ground equipment/components/structures proposed for installation on our property must include photographs of the equipment and detailed equipment specifications. Please note: Any aboveground structures are not automatically permitted. The application review and processing time may be significantly delayed.
A State of Wisconsin MYWisconsin ID account is required before a user can access the Lands Rights Conveyance online application. Following a one-time registration, the user will enter the registered user name/log-on to enter the application. This login will display prior to the opening of the online application home page.
Create a MyWisconsin ID account to access the Land Rights Conveyance online application.
Begin a new online agreement application form (log into application). Be certain to check the check box for "☐ I have read and understand that my application must contain the above information to be processed" or you application will not be processed.
