ANR Pipeline Company c/o Melissa Dettling has applied to the Wisconsin Department of Natural Resources for a permit to authorize wetland impacts, temporary clear span bridge installation, a permanent waterway (culvert) crossing, the placement of temporary structures in waterways and the removal of bed materials. The project is located in the city of New Berlin, Waukesha County, the towns of Scott, Mitchell, Lyndon and Sheboygan Falls, Sheboygan County, and the town of Pittsfield, Brown County.
The proposed project is a proposal to increase natural gas system supply capacity as requested by Wisconsin Electric Power Company, Wisconsin Public Service Corporation and Wisconsin Power and Light Company. The project is designed to expand ANR’s system to provide up to 473,000 dekatherms per day of incremental firm transportation capacity by Nov. 1, 2027. The project will involve the replacement and upsizing (18 and 22-inch-diameter to 30-inch-diameter) of approximately 1.5 miles of the existing ANR Line 301 in Waukesha County, the installation of approximately 8.1 miles of a new 12-inch-diameter pipeline loop next to the existing ANR Line 380 in Sheboygan County, the construction of a new compressor station (Pulaski CS) in Brown County as well as modifications at the existing Sheboygan Falls Meter Station (MS) in Sheboygan County. The proposed work will require permits for the following approximate activities: seven temporary clear-span bridges, five open-cut crossings of waterways, one new permanent culvert crossing of a waterway, 5.7 acres of temporary wetland impacts and 0.52 acres of permanent wetland impacts. Final details may be subject to adjustment based on site-specific information. Mitigation is proposed to be fulfilled through bank credits in accordance with the standards in s. 281.36(3r), Wis. Stats. ANR anticipates commencing construction as early as the second half of 2026, subject to the receipt of necessary permits and approvals, and anticipates that all facilities will be placed in service by November 2027.
The Department will review the proposal provided by the applicant and any information from public comments and the public informational hearing. The Department will determine whether the proposal complies with ss. 1.11, 30.12, 30.123, 30.20 and 30.208, Stats., and ch. NR 150, Wis. Adm. Code and ensure that the required mitigation meets the standards in s. 281.36(3r), Stats. if the project impacts wetlands. This project is regulated by the Federal Energy Regulatory Commission (FERC), and staff at FERC have prepared an environmental assessment (EA) for the project. The DNR participated as a cooperating agency in the preparation of the EA. The EA is only available in electronic format and may be viewed and downloaded from FERC’s website on the natural gas environmental documents page under the EAs tab and the Heartland Project (CP25-79-000).
The virtual public hearing is scheduled for Jan. 8, 2026, and will begin promptly at 11 a.m. The hearing will be conducted with a Department hearing examiner. The hearing will be available via audio and or video means through the following link.
