Public Informational Hearing on Brown County South Landfill Plan of Operation Modification - Beneficial Use Soils Acceptance Criteria

NOTICE IS HEREBY GIVEN, pursuant to s. 289.30 (11), Wis. Stats., an informational hearing to discuss the proposed Brown County South Landfill (BCSLF) plan of operation modification – beneficial use soils acceptance criteria will be held by the Department of Natural Resources (DNR) at 1:30 p.m., Tuesday, Nov. 4, 2025. This will be a virtual meeting via Zoom.
The BCSLF is currently approved to direct dispose of or beneficially use contaminated soils as alternative daily cover, intermediate cover, and interior structures such as berms, roads, and staging areas. The contaminated soils are required to meet the acceptance criteria in BCSLF’s currently approved special waste acceptance plan which states that the soils must test below the ch. NR 720, Wis. Adm. Code, industrial direct contact residual contaminant levels (RCLs).
Brown County Port & Resource Recovery Department is requesting approval to increase the contaminant concentration limits to be 10 times the industrial RCLs to allow for contaminated soils accepted at the BCSLF to be used beneficially. The proposal does not modify the landfill’s ability to accept the contaminated soils for direct disposal at the landfill.
The purpose of the hearing is to solicit public comments on the request to increase the contaminant concentration limits used to allow the contaminated soils to be used beneficially in the landfill.
The Brown County Port and Resource Recovery Department, the Town of Holland and DNR representatives will provide a brief introduction and explanation of the modification request and then provide those in attendance the opportunity to comment. The DNR will consider all public comments received in its decision on the plan of operation modification.
