The State Trails Council represents trail users in Wisconsin, which includes more than half of the state's residents. The council is also responsible for providing counsel in administering Federal Recreational Trails Program funds. The council serves as Wisconsin's state recreational trail advisory committee for the Recreational Trails Program, necessary for Wisconsin to participate in the program.
The council is an independent forum for finding solutions to trail problems for both motorized and nonmotorized groups and is a statewide advocate for public/private cooperation in funding and management of trail systems. Wisconsin is a national leader in creating partnerships that provide for state ownership coupled with county management of trails.

The Wisconsin Department of Natural Resources (DNR) will hold an informational public meeting at 6 p.m. on Monday, March 30, 2026, to discuss the recreational lake whitefish fishery in Lake Superior's Chequamegon Bay.
The popularity of angling for lake whitefish in the Chequamegon Bay region has increased in recent years, both through the ice and from a boat. During the development of the 2020-2029 Lake Superior Fisheries Management Plan, the advisory panel identified lake whitefish angling in this region as a specific topic of interest, and the DNR has spent the years since collecting additional data from the fishery during creel surveys and with independent monitoring on the R/V Hack Noyes.
The data collected thus far has provided the DNR with a wide variety of information, shedding light on important metrics such as abundance and harvest levels, sizes of fish available and harvested, growth rates and survival, angler participation, angling effort and harvest efficiency. The findings of this work will be discussed by DNR staff at the meeting.

Fisherman’s Pier Dredge Material Disposal - Fond du Lac

Fond du Lac (city) has requested approval from the DNR to dispose of sediments dredged from Fisherman’s Pier. Upon completion of dredging the material would be disposed of at Lakeside Park West located in the city of Fond du Lac. The dredge material would be used as fill at Lakeside Park West and approximately 100 cubic yards of dredge material would be mixed with topsoil, reanalyzed for contaminants, and used in general city landscaping projects.
The purpose of the meeting is to solicit public comment and answer questions on the proposed disposal. There will be a brief introduction and explanation of the project by DNR and city representatives. All public comments will be considered by DNR in its decision on the proposal.

Contested Case Hearing For Farmer License Exemption Eligibility For Grant McDonough

NOTICE IS HEREBY GIVEN that the State of Wisconsin Division of Hearings and Appeals will hold a contested case hearing on the above-captioned matter pursuant to Wis. Stat. § 227.44, Wis. Admin. Code § NR 2.13 and Wis. Admin. Code § HA 1.12 at the Wausau Headquarters of the Marathon County Public Library 300 N. First St., Wausau, Wis. in the Wausau Community Room commencing at 9 a.m. on Thursday, March 19, 2026. Administrative Law Judge Benjamin Jones shall preside.
The hearing in this matter concerns the Farmer License Exemption under Wis. Stat. § 281.48(3)(d), which had previously been issued to Grant McDonough before it was terminated by the Department of Natural Resources (DNR) in an Oct. 18, 2024, letter. The issue for hearing was identified in the DNR’s letter to Mr. McDonough dated Dec. 3, 2025. The sole issue for hearing is:
Does Mr. McDonough qualify for the Farmer License Exemption under s. 281.48(3)(d), Wis. Stat., because his holding tank meets the definition of “septic tank” under s. 281.48(2)(e), Wis. Stat.?
Members of the public desiring to participate in this hearing pursuant to Wis. Admin. Code § NR 2.08 will be allowed the opportunity to do so at the beginning hearing. Such interested persons must enter an appearance either prior to or at the commencement of the contested case hearing. Public comments may be limited in scope to the issue for hearing and limited to five minutes or less to accommodate all interested persons. The hearing is a Class 2 contested case pursuant to Wis. Stat. § 227.01(3)(a), and the provisions of Wis. Stat. ch. 227 will apply. The procedures relating to contested cases set forth in Wis. Admin. Code ch. NR 2 will be followed. Said procedures will closely resemble those that are normally followed at a trial in State circuit court. All parties are advised that they have the right to seek the aid and assistance of legal counsel and to be represented by legal counsel at the contested case hearing.
