Information for Community Water Systems Receiving Lead Service Line Inventory Technical Assistance

The Wisconsin Department of Natural Resources (DNR) is offering free lead service line (LSL) inventory technical assistance to small, municipal community public water systems that have reported having one or more lead, galvanized or unknown possibly lead service line(s) in their distribution system. Jacobs Engineering is the vendor that was selected through a competitive process to provide this technical assistance. This technical assistance will be provided to the participating communities at no charge. This inventory requirement is mandatory by October 2024 under the 2021 federal Lead and Copper Rule Revisions (LCRR). Creating a service line inventory is the first step in developing a replacement plan for lead service lines and galvanized service lines requiring replacement within public water distribution systems.

What to expect

  • By the end of 2023, Jacobs Engineering will reach out to each system eligible to receive free LSL inventory technical assistance.
  • Eligible public water systems should respond to Jacobs Engineering to let them know whether they intend to accept or decline the technical assistance.
  • If you are a small municipal community that is eligible for free technical assistance and are contacted by a vendor other than Jacobs Engineering, check with your DNR Field Representative before accepting assistance.

Scope of technical assistance

The scope of technical assistance provided by Jacobs Engineering to eligible systems includes all the tasks listed below.

  • List all distribution system service connections.
  • Assign unique locational identifier for each service line.
  • Review existing records to determine service line material.
  • Fill in all required fields of the DNR service line materials inventory spreadsheet.
  • Develop a process for the public water systems to track service line materials when unknown service line materials are encountered during normal operations after the initial service line inventory has been submitted to the DNR. Field inspections to confirm or investigate service line material are not an initial inventory requirement and are not included in the current scope of technical assistance being offered.

Completed lead service line inventories, which may also identify service line materials as “unknown,” are due to the DNR by Oct. 16, 2024.
