Kinnard Farms Inc. CAFO Permit

On March 25, 2022, the Department of Natural Resources modified a Wisconsin Pollutant Discharge Elimination System (WPDES) permit for Kinnard Farms Inc., a Concentrated Animal Feeding Operation (CAFO) in Kewaunee County. The modified WPDES permit and the department’s Notice of Final Determination on its decision to reissue modify a WPDES permit to Kinnard Farms are included in the document table below. The Notice of Final Determination includes a summary of all comments received during the public comment period and the department’s response. It also includes a list of all changes made from the public noticed version of the permit to the modified permit. WPDES permits are water quality protection permits designed to ensure proper storage and handling of manure and process wastewater from larger-scale livestock operations.

Background

The department public noticed its intent to modify a WPDES permit to Kinnard Farms in The Green Bay Press Gazette on December 3, 2021. A public informational hearing was held on January 4, 2022. A listening session was also held January 20, 2022. The comment period remained open until January 25, 2022. Kinnard Farms is a dairy operation with 11,369 animal units. The purpose of this permit modification was to include an animal unit cap and to require off-site groundwater monitoring.
