BIL Signage Requirement

Clean Water and Drinking Water State Revolving Fund Programs

On December 8, 2022, the U.S. Environmental Protection Agency’s (EPA) issued guidance for implementing a signage requirement for Bipartisan Infrastructure Law-funded projects. The BIL Signage Packet contains more information on the requirement, including how to comply and guidance on how to design the sign.

The recipient is required to place a physical sign at the construction site supported by Bipartisan Infrastructure Law (BIL) funding which displays the official Investing in America emblem. Only one sign is required per municipality per state fiscal year funding cycle. The sign must be placed in an easily visible location that can be directly linked to the work taking place and must be maintained in good condition throughout the construction period.

In cases where the construction site covers a large area (e.g., lead service line [LSL] replacement projects), a sign should be installed in an easily visible location near where the work is being performed (e.g., entrance to the neighborhood, along a main road through town, etc.). The recipient does not need to move the sign around the municipality.

Projects Affected by the Signage Requirement

The BIL Signage Requirement applies to the following projects:

If the project is required to comply with the new BIL Signage Requirement, then the project does not also need to comply with the existing “Signage Requirement” outlined in the EPA Office of Water Memo (Enhancing Public Awareness of SRF Assistance Agreements) dated June 3, 2015.

Documenting Compliance

To document the use of BIL signage, municipal funding recipients/consultants must upload a photo of the installed sign to the online system. Project managers will confirm that a photo is uploaded when a second request for disbursement is submitted, after loan closing. In addition, the Financial Assistance Agreement (FAA) will include language on the BIL Signage Requirement.

General Guidelines

The BIL Signage Packet provides guidance on how to design signs and examples of compliant signs. This document contains information about the Investing in America logo as well as how logos, marks, and seals of states, cities, and counties can be incorporated into signage. The packet also has EPA and DNR logo guidance with links to download the logos.

Sign Template

Below is a customizable Photoshop template of a sign that identifies the project as a “project funded by President Biden’s Bipartisan Infrastructure Law” and displays the Investing in America emblem, EPA seal, and Wisconsin DNR logo on a white background. To add your municipality’s logo to the sign, download the Photoshop Document (PSD) file linked below. Use the sizing guide in the BIL Signage Packet when adding logos.

Note: Logos of contractors are not permitted on signage. This template is based on EPA’s customizable Investing in America BIL signage template, available on EPA’s Investing in America Signage website.
